Project managers, team leads, and consultants use it to explain the problem, the plan, and the cost to the people who sign off. The template breaks your proposal into clear sections, so you don't miss anything important.

What is a project proposal template?

A project proposal is a written plan that explains what a project is, why it matters, and what it will take to deliver. It sets out the problem, your proposed solution, how you will do the work, and what it will cost. Its goal is to get a sponsor, leadership team, or client to say yes and commit resources.

Proposals can be one page for a small internal project or many pages for a large client pitch. Either way, a good proposal is clear about goals, timeline, and budget, and speaks to the people who will read it. A proposal comes before the detailed project plan. Once it is approved, reuse its scope and milestones in the plan.

What does a project proposal include?

A project proposal template covers the mission, the problem, the solution and scope, the methodology and timeline, goals, budget, and authorization. Keep each section focused.

Mission

One or two sentences on why the project matters and what it will achieve.

Problem and background

The problem you want to solve, who it affects, and what has been tried before. Add any evidence you already have, like support tickets or survey results.

Solution and scope

Your proposed solution, what it includes, and what it leaves out. Mention other options you considered and why you picked this one.

Methodology and timeline

How you will carry out the work, in phases, with key milestones and dates. Note any dependencies on other teams or vendors. If the project starts with a pilot, say what you will test and which result would justify the full rollout.

Goals and KPIs

How you will measure success, with specific numbers and dates. Say who will track each one and how often.

Budget

The cost broken down by item, plus a buffer for the unexpected. Show a total for each phase so reviewers can see where the money goes. If costs depend on a choice, such as building in-house or hiring a vendor, show both totals.

Conclusion and authorization

A short recap, the decision you need, and space for approvers to sign. List each approver by name and role, and add the date you need a decision by.

IT project proposal

How to write a project proposal

Five steps take you through the template in order, from the reason for the project to the budget.

1. Start with why

State in two sentences why the project matters and what it changes for the business or the client. Decision makers use this part to judge whether the project is worth the investment.

2. Dig into the real problem

Ask "why" a few times until you reach the root cause. For example, "customers churn" might come down to "new users never finish setup because the guide is out of date." Write the root cause in the problem section, with the evidence behind it, such as ticket counts or survey answers.

3. Work backwards from the result

Picture the finished project, then list the steps needed to get there. Group them into phases with owners and dates. Note any dependencies between phases so reviewers can see the order of work.

4. Set measurable goals

Write goals as objectives and key results, each with a number and a date. For example: "Objective: make onboarding faster. Key result: cut average setup time from 5 days to 2 days by the end of Q2." Name the sponsor who owns the outcome.

5. Build a detailed budget with a buffer

Put costs in a table: people, tools, vendors, and other expenses. Add a buffer for things you can't predict, and say how big it is.

Tip: before you send it, ask a colleague to read the draft and explain the project back to you. Simplify any part they find unclear.
